Introduction

Aga Khan University, chartered in 1983 as Pakistan's first private international university, is committed to the provision of education, research, and healthcare of international standards relevant to Pakistan and the region. The affiliated Aga Khan University Hospital has well–equipped investigative services and provides state-of-the-art clinical facilities.

Aga Khan University-Institute for Educational Development, Pakistan (AKU-IED) has a longstanding partnership with the Department of Education (DoE) GB to improve children's access to quality education, enhance education governance, and involve communities in schools in Gilgit-Baltistan. AKU is currently partnering with DoE-GB on the GB Education Fellows (EFs) project to address the dearth of teachers in public sector schools in GB. 

The AKU-led Consortium, including LUMS, KIU, and Knowledge Platform, is inviting applications for Monitoring, Evaluation, and Research (MER) Coordinator at the Professional Development Centre, Gilgit.

Responsibilities

  • Develop and Implement Monitoring and Evaluation Systems: Create and execute systems for monitoring and evaluating the GBEF project's progress.
  • Operational Arrangements: Lead the setup of operational procedures for the timely collection, analysis, and reporting of project data.
  • Annual Planning: Contribute to the annual planning and review process of the GBEF project.
  • Documentation and Evidence: Assist the project team in documenting project activities and gathering evidence related to project outcomes and impact.
  • Data Management: Ensure the reliability of the Education Management Information System (EMIS) for data management and communication.
  • Capacity Building: Enhance the monitoring and evaluation skills of the project team through training and support.
  • Data Collection Strategies: Design strategies for baseline and end-line data collection to assess the project's impact.
  • Monitoring Framework: Collaborate with the Project Coordinator to design a framework for the physical and process monitoring of project activities, aligned with the Annual Work Plan.
  • Monitoring Reports: Review monitoring reports in coordination with the Project Manager and analyze them to identify project implementation challenges.
  • Government Collaboration: Work closely with government officials in the GB district and schools to facilitate project implementation.
  • Field Visits: Conduct regular field visits to provide support and guidance to Education Fellows and Education Officials in achieving project goals.
  • M&E Findings Sharing: Facilitate the sharing of M&E findings with project staff and key stakeholders on a quarterly basis.
  • Consortium Coordination: Coordinate with relevant personnel at consortium partners and seek guidance from the Monitoring and Evaluation Review (MER) committee when necessary.

Requirements

  • A Master's degree in social sciences, preferably in statistics, from a reputable national or international university.
  • Minimum of 2-3 years of relevant experience, preferably in an educational setting, and demonstrate proficiency in using SPSS/NVIVO and other data analysis packages.
  • Be well-versed in accessing and utilizing digital resources in an educational context.
  • Possess strong analytical and communication skills in both oral and written forms.
  • Have a sound knowledge of computer software, particularly those required for quantitative data analysis.
  • Be willing to undertake field visits for data collection and monitoring purposes.
  • Ability to work flexible hours, including odd working hours, as required by the project's demands.
  • Be capable of working effectively within a team environment.
  • Possess knowledge of research methodologies, communication, and reporting.
