Releasing Confidence and Creativity Programme

The Releasing Confidence and Creativity (RCC) Programme seeks to ensure a good start in life for young children in Pakistan . It is primarily concerned with improving the quality and accessibility of early child development (ECD) programmes, especially for poor and marginalised children age 0 to 8 years. Attention to young children's development is critical to the achievement of Pakistan Government policy, Education for All (EFA) and Millennium Development Goals (MDGs) and to sustainable development.

The RCC programme is based on a unique model that consists of a consortium of four technical partners and three implementing partners.

In RCC, HDP has a technical advisory role, through:

  1. Capacity building at the community and the professional/managerial level in ECD;
  2. Conducting research studies with implementing partners;
  3. Working with partners in selected RCC communities to extend models of ECD programmes in schools, including family-focused programming for the unborn child and infants;
  4. Policy-focused advisory support.


As a technical partner, HDP aims to demonstrate, through education, applied research, community ECD programme models and targeted advocacy, that substantial investments towards quality care of the unborn child and young children have demonstrable impacts on later learning, behaviour, mental and physical health.
