Terms of Reference


1.0 Mandate:

  The University Research Council (URC) has responsibility for research policy and management at the University, allocating the University's resources for research, and support for the building of research capacity and culture throughout the University.

1.1 The University Research Council reports and recommends to the Academic Council.

2.0 Specific Responsibilities:

2.1 To approve allocation of available resources for research within the policy framework of the University.

2.2 To develop policies and make recommendations in areas such as:
  • strengthening, promoting and institutionalising the capacity for research;
  • establishing institutional priorities for research;
  • coordinating research linkages with graduate studies;
  • promoting partnerships within AKU and with other institutions;
  • periodic review and assurance of research quality in conjunction with IACR;
  • ethical consideration of research, including involvement of animals, humans as individuals and communities, genetic engineering, and reproductive technology;
  • an annual review of research achievements of AKU.
3.0 Membership:

  The Chair of the University Research Council shall be designated by the Provost. In the absence of the Chair, an Acting Chair will be designated.

3.1 Membership shall comprise: (i) ex officio members; (ii) representative of constituencies and (iii) Members-at-large:

  3.1.1 Ex-officio:
  • Provost;
  • Vice Provost;
  • Dean, Medical College, Faculty of Health Science;
  • Dean, School of Nursing, Faculty of Health Science;
  • Director, Institute for Educational Development;
  • Director, Institute for the Study of Muslim Civilisations;
  • Associate Dean, Research, AKU-FHS;
  • Head, Research and Policy Studies, AKU-IED;
  • Chair, FHS Research Committee;
  • Director General, University Administration.
  3.1.2 Representatives :
  • Basic Health Sciences 1: one member
  • Clinical Disciplines: one member
  • Community Health Sciences: one member
  • School of Nursing: one member
  • Institute for Educational Development: one member

  3.1.3 Special Invitees

3.2 Members-at-large:

  Four members will be appointed under this category by the Nominations Committee.

3.3 Alternates:

  An alternate nominee shall be identified from each constituency to represent the constituency, in case the principal nominee is absent. In addition, when an ex-officio member is on leave, the acting incumbent in that position is entitled to attend the meeting. It is the responsibility of the regular member, who is not able to attend a meeting for any reason, to brief the Alternate member on issues before the meeting.

3.4 The constituencies shall be revised from time to time.

4.0 Tenure and Re-appointment of Members:

  The tenure of membership for the Chair, a representative of a constituency and for members-at-large shall be two years. The retiring member may be re-appointed for another consecutive term, the continuous period of membership not exceeding four years (two terms).

4.1 The tenure of an Alternate will be same as for the regular member.

5.0 Quorum:

  The quorum will constitute two thirds of the members. In the absence of quorum, the Chair may proceed with business unless a member objects. However, decisions will only be taken when the meeting is quorate.
