Papers and other materials the Commission has used or consulted
in its work are listed here under headings that follow the principal
Sections of the Report. No effort has been made to be exhaustive,
except for papers that were specially prepared for the Commission,
which are marked with an asterisk. When the author of these papers
is not otherwise identified, they were prepared by the Secretary.
Agenda papers that were prepared for early meetings of the Commission
contained substantive discussion of various topics, but are not
listed here. Articles in the daily and weekly press in Europe, USA,
and Pakistan are frequently cited in the text of the Report, and
are in most cases not listed here.
