Introduction

​Aga Khan University (AKU), chartered in 1983 as Pakistan’s first private international university, is committed to providing academic programmes, research and service of high quality for the development of human resources that respond to the problems/needs that are relevant to the developing world.

AKU is part of Aga Khan Development Network (AKDN), a group of private international development agencies which work in the developing countries of Asia and Africa. Since the signing of the Agreement of Cooperation for Development with the Interim Administration of Afghanistan by His Highness the Aga Khan, AKDN has responded with capacity building and rehabilitation initiatives in Afghanistan.

AKU is currently running its programmes in Afghanistan with an aim to support the development of Afghanistan's human resources in the health sector by providing institutional building capacity of national ministries and institutions responsible for the education of doctors, nurses, midwives and allied health professionals and teachers.

Aga Khan University invites applications for the position of ​Manager, Finance and Administration, AKU's Programmes in Kabul, Afghanistan.
Responsibilities

Reporting to the Head of AKU’s Programmes in Afghanistan and Director, International Programme, School of Nursing the incumbent will be responsible for managing and supervising the activities related to Finance and Administration of the AKU’s Programmes in Afghanistan. Major responsibilities include:

  • Supervising books of accounts in accordance with Generally Accepted Accounting Principles (e.g. cash book, petty cash book, general ledger, fixed assets register, subsidiary records for receivables and payables, etc.).
  • Overseeing the management of cash and working capital.
  • Analyzing and compiling the budget of operating activities as well as of funding projects, getting it authorized, sending it to the grants agency for approval.
  • Reviewing actual financials against approved budget for under/over variances and preparing financial reports.
  • Developing financial policies and procedures and work flows.
  • Ensuring the implementation of and compliance with the financial control systems.
  • Overseeing the upkeep and maintenance of program assets and facilities.
  • Working with heads of technical sections for developing concept notes, funding proposals, budgets and periodic reports, reviewing performance and advising appropriate and timely measures.
  • Undertaking the grant management of donor funds to meet the Programme needs and preparing reports for submission to donors, as and when required.
  • Ensuring that internal and external audits of various projects are completed on time and are in compliant with the management’s recommendations.
  • Developing, implementing and reviewing the administrative policies and procedures.
  • Administering human resource management functions and ensuring the implementation and compliance of relevant policies and performance planning system.
  • Liaising with the assigned security teams to ensure safety and security of the employees.
  • Managing the subordinate(s) in catering all administrative needs of the Programme and mentoring them to develop their capacities.
Requirements
  • ​Be professionally qualified in Finance and Management.
  • Have at least five years’ relevant experience.
  • Be well versed with accounting systems and Microsoft Office; practical knowledge of PeopleSoft Financial Modules will be an added advantage.
  • Possess sound analytical skills along with critical thinking.
  • Be a good problem solver and team leader.
  • Be mature, confident, culturally sensitive and familiar with AKDN work ethos.
  • Possess excellent interpersonal and communication skills.
  • Have the ability to work under pressure, meet deadlines and maintain strict confidentiality.
